About
Brian Hadley, founder.
Fourteen years as a warranted federal Contracting Officer, then AI products for acquisition professionals, then procurement modernization at the Rhode Island Airport Corporation. Munivera sits where those three meet.
§ 01 The edge
Most AI firms have never had to sign for the decision.
Brian has, for fourteen years. Munivera builds back-office AI for state, local and education agencies with that in mind: specific workflows fixed, not a transformation program and not a citywide chatbot.
So every Munivera system is designed the way a contracting officer would want it: one measured workflow, one bounded model step, deployed in the agency's own environment, with a named employee on the signature.
§ 02 Path
From the warrant to the workflow.

RIAC
Procurement modernization at the Rhode Island Airport Corporation: a 15-step workflow, PIID numbering and an 87-page operating guide.
§ 03 Why a warrant matters
Accountability with a name on it.
A warrant is a named, personal authority to obligate public money. When a contract is signed, a specific person answers for the competition before it, the file behind it, and the protest or audit after it.
Procurement automation designed by someone who has never carried a warrant tends to automate the wrong step, or to remove the accountability the buyer most needs to keep. That's why the signature step in every Munivera workflow belongs to a person.
§ 04 The company
A practice of Infivium Solutions LLC.
Munivera is the government operations practice of Infivium Solutions LLC, an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB), in business since 2012 and based in Hagerstown, Maryland. Contracts, insurance and certifications are Infivium's.
New England first
We start with agencies in Rhode Island, Massachusetts and Connecticut: close to the RIAC reference and to a dense set of municipalities. Elsewhere, we respond to solicitations for AI assessments, pilots and governance.
What we won't do
- Host agency data on Munivera infrastructure.
- Bid on generic citywide chatbot RFPs.
- Sell hourly staff augmentation.
- Put a model where a rule belongs.
- Claim certifications we don't hold. Federal SBA certification doesn't carry over to state veteran or small-business programs, and we'll say so.
