A portfolio of deployed automations for a municipal contracting office: a signature-ready determinations generator, a 50+ step contract-file workflow, and an insurance-certificate pipeline. Built by Brian Hadley at CACI International.
The problem
Municipal contracting runs on documents: responsibility determinations, contract-file paperwork, insurance certificates. Each is procedural, bound by compliance rules, and takes staff hours the office doesn't have. Every gap in the file raises audit and protest exposure.
What was delivered
- Determinations and findings generator. Contract specialists answer a short set of questions. The tool pulls vendor data from Dun & Bradstreet, DC Clean Hands tax certification and the SAM.gov exclusions list. After the specialist verifies the data, it produces a signature-ready D&F for responsibility.
- Contract-file workflow. A form-based intake drives a 50+ step automated workflow that generates several documents per submission and routes and retains them consistently, keeping the contract file complete for audit.
- Certificate of insurance pipeline. Staff upload a certificate and a contract number. The system extracts each policy's type, number, dates and limits into structured records, then flags coverage expiring within 30 days to the contracting officer, specialist, administrator and contractor. 300+ policies processed.
- Template modernization. AI-assisted reformatting of legacy Word documents onto current templates.
Deterministic intake, approved data sources, one bounded generation step, verification by the specialist, and a signature that stays with the employee.
Why it matters
Every tool here has the same shape, and it's the shape of every Munivera system. This work was delivered at CACI International, not by Munivera. Munivera applies the same patterns for state, local and education agencies.
