The problem

An AI agent is only as trustworthy as its data path. Ask a bare model about contract opportunities and it will produce plausible, confident, wrong answers, because nothing connects it to the actual record. For procurement work, an agent that invents data is worse than no agent at all.

What was built

GovSignal MCP serves SAM.gov opportunity data over the Model Context Protocol, the open standard for how AI agents call external tools. An agent connected to it doesn't guess about federal opportunities: it queries the approved source and returns what the record says. No source, no answer.

Existing permissions and approved sources decide what the model may read. Everything else is out of bounds.

Why it matters

This is the tool-and-connector layer of a Munivera system, the Retrieve step in the pipeline. The same pattern applies inside agency environments: bid boards, ERP systems and document repositories, each exposed to the agent as a governed tool rather than pasted into a prompt.
